Florida Residency

Florida Residency Requirements

Determines whether a student qualifies for in-state tuition rates or must pay out-of-state tuition. To be considered a Florida resident, students (and their parents, if dependent) must demonstrate domicile in Florida for at least 12 consecutive months before the first day of classes. What is Residency?

Florida resident for tuition purposes is an individual who, or a dependent whose parent or legal guardian, has established and maintained legal residency in Florida for at least twelve (12) consecutive months prior to the first day of classes for the term in which residency is claimed.


Why Does Residency Matter?

Residency status determines whether a student qualifies for in-state tuition rates or must pay out-of-state tuition.

To be considered a Florida resident, students (and their parents, if dependent) must provide documentation proving domicile in Florida for the required 12-month period.


Deadline

All Florida Residency documentation must be submitted by the last day of classes for the given term.

Out-of-State Fee Waivers

Effective July 1, 2025, undocumented students are no longer eligible to receive out-of-state fee waivers at Florida postsecondary institutions.

Florida Statutes 1009.26 now requires a state university, a Florida College System institution, a career center operated by a school district under s. 1001.44, or a charter technical career center to waive out-of-state fees for students who are citizens of the United States or lawfully present in the United States, who meet the following conditions:

  1. Attended a secondary school in this state for 3 consecutive years immediately before graduating from a high school in this state;
  2. Apply for enrollment in an institution of higher education within 24 months after high school graduation; and
  3. Submit an official Florida high school transcript as evidence of attendance and graduation.

Starting with the Fall 2025 semester, students requesting the out-of-state fee waiver as a Florida high school graduate must provide documentation showing proof of U.S. Citizenship or legal immigration status.
